British Chancellor George Osborne downgrades growth forecast in annual budget

The British Chancellor of the Exchequer George Osborne delivered the budget today, an annually-held audit of the country’s finances deciding how taxpayers’ money should be spent. He set out plans to boost the housing market in his fourth budget, as well as stating the economy will grow by 0.6% — half his prediction four months ago.

George Osborne revealed plans to improve the housing market, including a “Help to Buy” shared equity scheme which would offer buyers who can place a 5% deposit on a new house, a 20% loan to buy it. He said: “This is a budget for those who aspire to own their own home”. He also offered a new Mortgage Guarantee, created in conjunction with mortgage lenders — the scheme would allow them to offer loans to homeowners without the need for a large deposit and offer guarantees to support up to £130bn of lending for three years beginning in 2014.

As a measure to attract investment to the British economy, he announced to reduce corporation tax from 21% to 20% taking effect from April 2015. The rate of corporation tax has fallen from 28% in 2010 to the current level of 21%. The United Kingdom is to have lower rates of corporation tax than the USA at 40%, France at 33%, and Germany at 29%.

The Office for Budget Responsibility (OBR) stated the government debt reduction programme to reduce the budget deficit will miss its targets. The government has forecast the total public sector debt will begin to fall by the financial year 2015/2016, while OBR says national debt will reach a high of 85.6% of GDP, £1.58 trillion, in 2016/17. Osborne defended the government efforts to reduce the deficit and said: “Our judgement has since been supported by the IMF, the OECD and the Governor of the Bank of England.”

In response to the Budget speech, the Leader of the Opposition Ed Miliband said: “At the worst possible time for the country. It’s a downgraded budget from a downgraded Chancellor […] Debt is higher in every year of this Parliament than he forecast at the last Budget. He is going to borrow £200 billion more than he planned.”

The Shadow Chancellor of the Exchequer Ed Balls said to The Independent, “They are borrowing £245bn more in this Parliament, we said all along …said this two years ago, if they had moved more quickly with a sensible, targeted package of measures to kick-start the economy, which would have meant at that time more borrowing for a VAT [Value Added Tax] cut to bring forward housing investment, then we would have got the economy growing and the deficit coming down.”

The Business Secretary Vince Cable told the BBC in an interview, the “age of austerity” would probably end within the current decade, but made no more definite forecast.

The head of the British Federation of Small Businesses, John Walker, said: “The Budget opens the door for small businesses to grow and create jobs. The Chancellor has pulled out all the stops with a wide ranging package of measures to support small business. […] [W]e are pleased to see the scrapping of the 3p fuel duty due in September”.

Len McCluskey, the General Secretary of Unite the Union, criticized the budget for not helping working families. He said: “This is a Budget for the few by the few that attacks the many. Millionaires are days away from getting a £40,000 tax cut from the Tories, but George Osborne is using the budget to attack hard-working public sector workers. The worst chancellor in British history has gone further by giving big business another tax cut while staff caring for the sick get pay cuts. […] [H]e should have raised the national minimum wage by £1 and drop the senseless plan to give millionaires a tax break in a few days’ time”.

Airbus A380 safety test injures 33

Thirty-three people were injured during a test of the Airbus A380, a double decker superjumbo jet, in Hamburg, Germany. Injuries include friction burns from sliding down the escape ramps and one broken leg. 853 volunteer “passengers” and 20 crew members took about 80 seconds to evacuate the aircraft, beating the test’s requirements by 10 seconds and over 200 people “rescued”. Only eight of the plane’s sixteen exits were used, as required by the test; the crew members were not told in advance which doors would open. The test was carried out in a dark hangar and the plane’s aisles were littered with debris to simulate actual emergency conditions.

The A380 will be the world’s largest passenger airliner, almost twice as large as the current largest airliner, the Boeing 747. Airbus has had 159 planes on order by 16 customers, and the first A380s will go to Singapore Airlines towards the end of the year.

This test was important to Airbus, as in August 2005 an Airbus A340 overshot the runway and 300 people escaped before the plane burst into flames. Infrared camera recordings of the test will be analyzed by authorities such as the European Aviation Safety Agency, while the US Federal Aviation Administration was present during the test. The European Aviation Safety Agency will confirm the test results this week; Airbus intends to repeat the test on Saturday if the aviation agency fails this attempt.

The volunteers, who were paid 60 euros (about US$72) and a meal, were from Airbus staff, sports clubs, and dancing clubs in the Hamburg area where the test took place. Airbus recruited people from clubs in order to get volunteers in good physical shape.

Two days later, the American and European aviation authorities (the FAA and EASA, respectively) officially certified the A380 to carry 853 passengers. This certification demonstrated that the test procedures use by Airbus met their respective standards.

iPad 2 goes on sale in United States

The new version of Apple Inc.’s tablet computing device, the iPad 2, has gone on sale in the United States at Apple Stores and a number of other retailers (including Wal-Mart, Target, Sam’s Club, Best Buy, Verizon, and AT&T), a shift from last year’s launch which was only available through Apple’s stores. The product will go on sale internationally on March 25.

The device was announced on March 2 at an event at the Yerba Buena Center for the Arts in San Francisco, California. CEO Steve Jobs emerged from sick leave to make the announcement.

The iPad 2 has an all-new design and has several improvements over the original iPad. The device runs on a dual-core Apple A5 CPU. According to Jobs, the CPU’s new dual-core capability enhances multitasking and doubles the processing speed. Apple additionally introduced a magnetic ‘Smart Cover’ accessory that snaps to the front screen of the device along with several new apps ported from the Mac OS X operating system and the iPhone. These include iMovie, GarageBand, and Photo Booth. The new iPad introduces front and rear cameras which enable FaceTime and video. The new tablet is fifteen percent lighter and 33 percent thinner than the previous version—thinner than an iPhone 4—and has beveled edges. It is available in black and white and continues to be capable of ten hours of battery life on a single charge.

The announcement came after months of rumors about the successor to the original iPad. Competitors have designed tablets to compete with the iPad, such as Motorola’s Xoom powered by the Android operating system. Apple, who normally follows a yearly product cycle, has pressed its iPad successor into the marketplace almost a full month earlier than usual.

Tablet computers have existed for years but, until recently, have not been popular amongst consumers. Tablet sales totaled 90,000 in 2009. Apple sold nearly fifteen million iPads worldwide in 2010, generating US$2 billion in revenue within three months. In 2010, Apple held a 75% share of the tablet computer market. According to one analyst, even with competition, iPads will still make up at least 20 million of the more than 24 million tablet computers sold in the United States in 2011. An analyst predicted ‘conservatively’ that 35 million iPad 2s will be sold in 2011. One analyst credits Apple’s enormous App Store for the iPad’s continued domination. Apple also holds an advantage in price over other tablets, many of which are still first generation devices. An analyst at J.P. Morgan predicts an overabundance of tablets caused by faltering demand. This could have drastic effects on competitors.

The iPad connects to the Internet over Wi-Fi and 3G models of the new device can connect to the wireless networks of AT&T or Verizon Wireless. The iPad 2 will start at US$499—the same starting price of the original iPad. The equivalent model of the original iPad has been reduced to US$399.

Greek parliament passes austerity bill

The Greek parliament has approved an austerity bill proposed by the government to help rescue the country’s ailing economy.

The proposal, which includes increases in taxes, as well as salary and pension cuts, passed with 172 members of parliament supporting, 121 opposing, and several abstaining; the proposal needed at least 151 votes to pass. There are 300 total parliament seats.

The vote comes after a debate that took the entire day. Meanwhile, rallies and strikes are being held around the country to protest against the measures; the protests have occasionally turned violent, with a firebomb attack on a bank killing three people yesterday.

The Eurozone and the International Monetary Fund had asked for austerity plans to be implemented so that Greece can access a rescue loan package worth US$146 billion in order not to default on debts. The austerity programme is estimated to save $38 billion. Greece also aims to lower the public deficit to less than 3% of the GDP in four years; at the moment it is at 13.6%.

Prime minister George Papandreou described the situation to parliament ahead of the vote, saying: “The situation today is simple – either we vote and implement the deal or we condemn the country to bankruptcy […] The future of Greece is at stake. The economy, democracy and social cohesion are being put to the test.”

Papandreou also expelled three Social deputies from his parliamentary team when they abstained from voting; however, his bloc still has a parliament majority of 157 MPs.

Finance minister George Papaconstantinou also commented that Greece will default on some of its $12 billion debt on May 19 if action is not taken, saying: “The state’s coffers don’t have that money. And because the only way for the country to avoid bankruptcy and suspension of payments is to take the money from our European partners and the International Monetary Fund.”

Opposition parties, however, say the measures will put too heavy a burden on the populace; the leader of the conservatives, Antonis Samaras, commented: “The dose of the medicine you are administering is in danger of killing the patient. You know that these measures have sparked a social explosion […] The citizens of this country have to believe there is a way out. Because whoever cuts pensions of €700 cannot convince anyone.”

UK property

In London and Wales, average home prices have been pretty steady, playing just between 150,000 and 165,000 from November 2010 to November 2011. In Scotland, however, things have been more volatile. The average price of property there has fallen to as low as 142,000 in March 2011 and has shot up to nearly 166,000 in July.

From September to November, Scotland property prices have seemingly stabilized at around 158,000 but there s no telling how long that stability will remain. Prices had fallen most in the East of England, with 0.6%. Average prices there are roughly at 123,000.

Property abroad

For overseas property, the top destinations have been Spain, France, and Portugal.

In 2011, France overtook Spain as the number one place where Britons are searching for property to buy. Reasons given for looking at France include the slower pace of life, the good food and climate, value for money, and nostalgia because of its great history and culture.

Buying property in France is a pretty safe and straightforward transaction. It s unlikely that you will experience any of those overseas buying horror stories we all sometimes hear.

Spain, of course, is still a favourite. And then there s Portugal, the third country where UK citizens have chosen to either buy their second homes or reside permanently. Portugal s popularity actually comes as no surprise, as the country s allure is very similar to its Spanish counterpart s: the relaxed way of life, the festivals, the food, the landscape, the warmth of the people. Truly, many of the things you can find in Spain, you can also find in Portugal.

In addition, a UN and Gallup survey has named Lisbon to be the safest capital in the European Union. Certainly, if you re looking to purchase a home abroad, buying a property in Portugal should be part of your options.

Bodies found in trailer park in Brunswick, Georgia, US

Seven bodies have been discovered in a mobile home in New Hope Plantation trailer park in Brunswick, in the US state of Georgia.

Glynn County Police are now holding a murder investigation as to how the bodies got there. They were found shortly after 0800 local time by a family member of one of the victims who alerted the police.

The police mentioned that when they got to the scene there were two critically injured people there. They were immediately taken to hospital. Glynn County Police Chief Matt Doering said that in 25 years, this was the worst incident of its kind he had ever handled.

He commented: “We have never had an incident with so many victims. It is not a scene that I would want anybody to see.” He said that some of the victims had been tentatively identified, but declined to give out names or ages. He also declined to say how the victims had died when asked.

Jimmy Durben of Glynn County’s coroner office said: “It was the worst scene I have ever witnessed in my 17 year history at the coroner’s office.”

What you are about to read is an American life as lived by renowned author Edmund White. His life has been a crossroads, the fulcrum of high-brow Classicism and low-brow Brett Easton Ellisism. It is not for the faint. He has been the toast of the literary elite in New York, London and Paris, befriending artistic luminaries such as Salman Rushdie and Sir Ian McKellen while writing about a family where he was jealous his sister was having sex with his father as he fought off his mother’s amorous pursuit.

The fact is, Edmund White exists. His life exists. To the casual reader, they may find it disquieting that someone like his father existed in 1950’s America and that White’s work is the progeny of his intimate effort to understand his own experience.

Wikinews reporter David Shankbone understood that an interview with Edmund White, who is professor of creative writing at Princeton University, who wrote the seminal biography of Jean Genet, and who no longer can keep track of how many sex partners he has encountered, meant nothing would be off limits. Nothing was. Late in the interview they were joined by his partner Michael Caroll, who discussed White’s enduring feud with influential writer and activist Larry Kramer.

Google launches free city wide Wi-Fi in Mountain View, California

Google on Wednesday inaugurated a free city-wide Wi-Fi system in its home town of Mountain View, California. Google insisted that it had no plans to offer a similar service nationwide. Most residents of Mountain View, can connect to the Internet via a Mesh Wi-Fi network for free. Google said that its network “eventually will cover the entire city” and serve as “testing ground for future innovations.” The network is currently setup in downtown Mountain View, and much of the suburbs are yet to be hooked up.

The wireless network (Wi-Fi) covers 90% of Mountain View. It offers maximum data transfer rate of up to 1 Megabit per second, which is slightly slower than DSL.

The system costs about US$1 million to build and uses 380 transceivers mounted on street-lights throughout the 31 km² city. Reviews of the network say that it works smoothly in open areas, but that connections can be patchy in enclosed spaces.

Chris Sacca, Google’s head of special initiatives, said that “the main purpose of his company’s backing local wi-fi access is to clear the way for broadband entrepreneurs and overcome legal roadblocks by established telephone and cable TV providers”.

Mountain View, which has about 72,000 residents, is the largest U.S. city with totally free Internet access available throughout the entire community.
