British FBI-style agency launched

Prime Minister Tony Blair launched a new crime-fighting agency to deal with “brutal and sophisticated” crimes by organised gangs. The agency’s mandate and powers have been compared to that of the United States’ FBI.

The Serious Organised Crime Agency (SOCA), has approximately 4,200 “law enforcement officers”, some of whom are ex-spies, and will use their £400m annual budget to fight counterfeiting, fraud, drug and people-trafficking.

The agency was created out of the National Crime Squad, the National Criminal Intelligence Service and investigative staff from the Immigration Service. SOCA is chaired by ex-MI5 chief Sir Stephen Lander.

UN probing allegations US is ‘torturing’ soldier over leaks

The United Nations is reportedly beginning an investigation into claims that Pfc. Bradley Manning is being “tortured.” Manning was arrested in May, after allegedly leaking over 250,000 classified diplomatic cables to the whistleblowing website WikiLeaks.

Last week, it was announced that supporters for Manning lodged a complaint with the Office of The United Nations High Commissioner for Human Rights in Geneva, Switzerland, saying that the conditions of his cell and the treatment he is receiving, amount to “torture.” According to Salon, Manning is not allowed to exercise, is denied bed sheets and pillows, and has been held in solitary confinement for 23 hours of every day since his arrest. According to Manning’s attorney, David Coombs, a former United States Army major, and veteran of the Iraq War, Manning is only allowed to walk in a small room for exercise.

“[Manning is] taken to an empty room and only allowed to walk, normally just walks figure eights in the room. If he indicates that he no long feels like walking, he is immediately returned to his cell,” stated Coombs to Salon.

The Pentagon denies that Manning is being tortured, saying he is being treated “fairly. We’ve been reviewed … No concerns have been voiced from a (Department of Defense) perspective.”

Commonwealth Bank of Australia CEO apologies for financial planning scandal

Ian Narev, the CEO of the Commonwealth Bank of Australia, this morning “unreservedly” apologised to clients who lost money in a scandal involving the bank’s financial planning services arm.

Last week, a Senate enquiry found financial advisers from the Commonwealth Bank had made high-risk investments of clients’ money without the clients’ permission, resulting in hundreds of millions of dollars lost. The Senate enquiry called for a Royal Commission into the bank, and the Australian Securities and Investments Commission (ASIC).

Mr Narev stated the bank’s performance in providing financial advice was “unacceptable”, and the bank was launching a scheme to compensate clients who lost money due to the planners’ actions.

In a statement Mr Narev said, “Poor advice provided by some of our advisers between 2003 and 2012 caused financial loss and distress and I am truly sorry for that. […] There have been changes in management, structure and culture. We have also invested in new systems, implemented new processes, enhanced adviser supervision and improved training.”

An investigation by Fairfax Media instigated the Senate inquiry into the Commonwealth Bank’s financial planning division and ASIC.

Whistleblower Jeff Morris, who reported the misconduct of the bank to ASIC six years ago, said in an article for The Sydney Morning Herald that neither the bank nor ASIC should be in control of the compensation program.

Olympic flame for Beijing Games lit amidst protest

On Monday, the Olympic torch for the 2008 Summer Olympics was lit in Olympia, Greece as per tradition. The Games of the XXIX Olympiad are scheduled to be held in and around Beijing, China from August 8, 2008, to August 24, 2008.

Members of Reporters Without Borders (RSF), and others, were able to break through the police cordon. “We cannot let the Chinese government seize the Olympic flame, a symbol of peace, without denouncing the dramatic human rights situation in the country,” RSF said in a statement.

While Liu Qi, president of the Beijing Organizing Committee and a former mayor of Beijing, delivered a speech, at least one protester was able to run up behind him and display a flag that resembled the Olympic flag, except it was black and the rings were handcuffs.

The protester was quickly apprehended and Liu Qi continued his speech relatively uninterrupted. “The Olympic flame will radiate light and happiness, peace and friendship, and hope and dreams to the people of China and the whole world,” he told the crowd.

All we wanted to do was break into the torch relay and shout that this is a torch of shame as the Chinese government continues to kill hundreds of our people.

“Shame on China. Don’t send China’s blood-tainted torch to Tibet. Free Tibet. Tibet is an independent country,” shouted Tenzin Dorjee, a leader for Students for a Free Tibet, while he was taken by police.

“All we wanted to do was break into the torch relay and shout that this is a torch of shame as the Chinese government continues to kill hundreds of our people,” Dorjee said later. “They were stalking me from the moment I touched down to Greece,” he added.

The torch is the link between all athletes and citizens of this world; between all of us who believe in Olympism and the virtue of sport. It has the force to unite humanity and to stand for harmony.

The torch is still scheduled to be carried around the world in a relay that will go through twenty countries before arriving in Beijing for the start of the Games.

Jacques Rogge, president of the International Olympic Committee (IOC) has defended having the Games in China, saying, “The major political leaders don’t want a boycott.”

In his speech Monday, he said, “The torch is the link between all athletes and citizens of this world; between all of us who believe in Olympism and the virtue of sport. It has the force to unite humanity and to stand for harmony.”

Germany’s Olympic Committee rejected a boycott of the games aimed at events in Tibet. Noting that the 1980 Summer Olympics boycott did not avert the Soviet war in Afghanistan, the president of the committee said they concluded that the role of sports is to start dialog and promote understanding — and not to exert political pressure.

French Space Agency CNES releases UFO files

French space agency CNES released its UFO files to the public through its website on Thursday. The 100,000 pages of witness testimony, photographs, film footage and audiotapes are an accumulation of more than 1,600 sightings since 1954 and will include all future UFO reports obtained by the agency.

Jacques Patenet, an aeronautical engineer who is leading the study of the “non-identified aerospatial phenomena,” noted that the release of the UFO files to the public was “a world first,” and that “the data that we are releasing doesn’t demonstrate the presence of extraterrestrial beings. But it doesn’t demonstrate the impossibility of such presence either. The questions remain open.”

Almost 25 percent of the cases have been categorized as “type D”, meaning that “despite good or very good data and credible witnesses, we are confronted with something we can’t explain,” Jacques explained.

CNES receives approximaely 50 to a 100 UFO reports each year. 10 percent of these reports are objects of on-site investigations.

Security was on hand at CNES headquarters during the announcement “to screen out uninvited UFOlogists.”

The CNES website containing the UFO files crashed all its host servers three hours after it was brought online due to heavy traffic.

Other countries such as the United States and the United Kingdom do have UFO files available, but only release them through the Freedom of Information Act (FOIA) on a case-by-case basis.

Interview with gay marriage movement founder Evan Wolfson

Evan Wolfson, the founder of the modern gay marriage movement, tells the waiter he would like an iced decaf and “the usual.” Wolfson, one of Time Magazine’s Most Influential People in the World, is a man who unflinchingly knows what he wants and stays his course, whether it be in his choice of restaurant or in his choice of battle. And others always know when they see Evan coming what it is that he wants.

Since his time at Harvard Law School when he wrote a paper on the topic, what Wolfson wants is the right for gay people to marry. The issue gained national prominence in 1993 when the Hawaii Supreme Court held in Baehr v. Lewin that the government had to show a reason for the denial of the freedom to marry, not just deny marriage licenses to the plaintiff gay couples. Wolfson was co-counsel in the historic 1996 Hawaii trial in which he argued that the government does not have a sufficient reason for excluding same-sex couples from marriage. In 1999, Wolfson contributed to Baker v. Vermont, the case that led to the creation of civil unions; advised the lead attorneys in Goodridge v. Department of Public Health, the case that led to same-sex marriage in Massachusetts; and since 2003, when he founded the primary umbrella organization coordinating the efforts to win marriage for gay people, Freedom to Marry, Wolfson has played a role in every marriage equality case in the United States. He is the movement’s founder and leader, and his focus remains square on winning that right. “For years,” said Matt Foreman, executive director of the National Gay and Lesbian Task Force, “many of us were saying to him, ‘We’re not ready. The country’s not ready. And, by the way, you’re crazy.'”

When I make a statement to him about his devoting his life to gay marriage, he corrects me: “I’ve played a part in cases that span the entire spectrum of eliminating gay people’s exclusions and limitations on who gay people are, and I’ve also written on immigration and economic justice, and I have worked on cases involving race discrimination in jury selection and women’s inequality. I don’t think one has to pick one of these things; they work together.”

Indeed, he has. Wolfson was lead counsel before the Supreme Court in Boy Scouts of America v. Dale, the case arguing against the expulsion of gay scoutmasters. As an intrepid young assistant district attorney in Brooklyn, Wolfson worked on People v. Liberta to end the exemption that allowed women to be raped by their husbands legally, a right in New York State as early as 1984. And he helped end the practice of choosing jurors based upon their race.

Wolfson’s entire career has been at the center of the most explosive legal and cultural issues of the last 30 years in the United States, and his influence has been profound. David Shankbone sat down with him to discuss some of the recent decisions affecting gay marriage, gender in marriage and reactions in the gay community to his fight for their rights.

Council of Australian Governments agree on reduced environmental regulation

At a meeting of the Council of Australian Governments yesterday leaders of the Australian states and territories agreed to a deal with Australian Prime Minister Tony Abbott which would delegate more environmental decision-making powers to the states and territories about projects that might affect the environment. The “one-stop shops” policy would mean that the states would do more of the assessments for projects with the intention that eventually some states would have the full authority to make the decisions.

Two states, Queensland and New South Wales, have agreed with Abbott a policy of “assessment bilaterals”. Abbott described them as follows: “Under those assessment bilaterals the states will do all the assessment work and we hope that in the not-too-distant future we will have approvals bilaterals in place which will mean the states will not only do the assessment but will also do the approvals.” All of the states and territories signed memoranda of understanding with the federal government on the issue of environmental regulation.

Tony Abbott argued it would not harm the environment and the “same high standards of environmental approval” would be used, but decisions would be quicker. The Australian government would still hold the power of veto over projects they deem environmentally problematic.

The Business Council of Australia welcomed the move, saying the regulation changes were a “long overdue breakthrough”.

The Australian Green Party has condemned the policy. Senator Larissa Waters, environment spokeswoman for the Greens, told reporters: “These deals pave the way for Tony Abbott to abolish a 30-year-old federal safeguard for our most precious natural places and wildlife, established when Bob Hawke stepped in to save the Franklin from being dammed […] Labor governments in South Australia, Tasmania and the ACT are trashing Bob Hawke’s legacy and contradicting federal Labor’s position”.

She continued: “Tony Abbott wants to put states and territories in charge of approving environmentally destructive projects that impact our World Heritage Areas and nationally endangered species.”

Jess Abrahams from the Australian Conservation Foundation also expressed opposition to the changes: “The memoranda of understanding signed today paves the way for the undoing of 30 years of national protection for places and species of national environmental importance”.

The Council also discussed truancy by indigenous students and the National Disability Insurance Scheme.

Saturn moon Enceladus may have salty ocean

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.
